designer
A person who designs a game, steering its overall direction and bringing to bear a specific artistic vision. Modern games often involve a team of designers; the head of such a team is the lead designer or producer. Designers need not be programmers on a game. Do not use designer to generally refer to all people involved in the making of a game
Example: As the lead designer on Psychonauts, industry veteran Tim Schaefer worked on the game at every level of development.
